The New York State Student Information Repository System (SIRS) Manual is
designed for use by districts, schools, Regional Information Centers (RICs), and other
individuals interested in understanding how the accountability system used by New York
State to fulfill No Child Left Behind (NCLB) requirements works; how some special
education data required under the Individuals with Disabilities Education Act (IDEA) are
collected; who is responsible for submitting data to the New York State Education
